What 8(a) STARS III Sole-Source Authority Actually Means for Your IT Mod Sprint
STARS III sole-source up to $4.5M can shave weeks off your next IT modernization award. Here is what that looks like in practice, and where the time really gets saved.
If you are running an IT modernization sprint inside a federal agency, the contract vehicle conversation usually starts with the wrong question. The instinct is to ask "what is the ceiling on this vehicle?" The better question is "how fast can a qualified small business be on the work?"
That is where 8(a) STARS III earns its place. STARS III is a $50 billion GWAC for qualified small business primes on the 8(a) STARS III vehicle, and it includes sole-source award authority up to $4.5 million per order. For an agency PM, sole-source authority is the operative phrase. It removes the most schedule-intensive step in the procurement process: the full and open competition.
AMT66 holds a STARS III prime position. We use it for engagements where the work scope, the period of performance, and the deliverable cadence are well-understood, and the agency needs to start now. The time savings are real but they are not magical. Sole-source under STARS III still requires a justification, a fair and reasonable price determination, and the same downstream contract administration as any other federal award. What it removes is the eight to sixteen weeks of solicitation, evaluation, and protest window that a competed award typically adds. For a modernization sprint where the agency has already invested months in shaping the requirement, recovering that window is often the difference between hitting the fiscal year milestone and rolling work into the next one.
A few practical notes. First, the $4.5M ceiling is per order, not per program. Larger programs can be structured as a series of orders, each with its own scope and POP. Second, the agency contracting officer drives the timing of the award. We can move quickly on our side, but the speed advantage only materializes if the CO is ready to issue the order. Third, STARS III is for IT services; capital equipment and pure product buys belong on a different vehicle.
